What the Registry establishes

The TA-14 Exchange publicly describes an AI Governance Registry that creates searchable, versioned, attributable governance records containing identity, stewardship, claims, non-claims, scope, limitations, evidence, publications, repositories, demonstrations, lineage, ownership, status, disputes, and version history.

The public corpus and credentials surfaces also distinguish preservation from independent validation. They state that registration, publication, authorship, filing, or inclusion in the public corpus does not automatically establish certification, regulatory approval, legal priority, patent validity, or proof that an implementation performs as claimed.

This is a meaningful public-record capability. It improves:

Registry boundary

A registry preserves what was claimed, entered, attributed, versioned, or disputed. It does not by itself establish that a later consequential action remains admissible.

The Registry may accurately preserve:

while failing to establish whether, at a later point of effect:

delegation expired at t1

unless a separate mechanism obtains authoritative current-state evidence.

Runtime-verification claim

The Exchange now states that approval is not the end of governance and that the route must remain admissible through execution. It describes verification as asking whether identity, authority, evidence, continuity, binding, commitment, execution, and outcome still correspond to the preserved route, with mismatch producing HOLD, DENY, or ESCALATE.

This strengthens TA-14's declared runtime-governance scope. It establishes that the public architecture does not intend earlier approval to remain sufficient automatically.

It does not yet resolve the narrower implementation question:

Does TA-14 independently discover and reconstruct changes in the participating actor's present standing, or does it compare execution against the state preserved in the admitted route?

The phrase still correspond to the preserved route is compatible with either behavior.

Missing dependency

The decisive dependency is the source of current-state truth.

A complete public answer would identify one or more of:

revocation registry or authority source
consent-withdrawal event source
delegation-expiry rule or credential status service
identity-continuity challenge
jurisdiction-change signal
evidence-supersession event
trusted timestamp and observation boundary
point-of-effect reconstruction procedure

Without that dependency, continuous verification may amount to repeated comparison against stale but well-preserved state.

The Registry article and Exchange surfaces therefore strengthen the evidence for TA-14's declared public-record and runtime-verification architecture, but they do not close the continuous actor-standing question.

Required discriminating test

1. Register an actor, authority, consent state, and admissible route.
2. Begin a delayed or multistage execution.
3. Preserve the admitted route unchanged.
4. Revoke the actor's authority or consent through an authoritative external source.
5. Do not directly mutate the preserved route record.
6. Request the next point-of-effect transition.
7. Inspect whether TA-14 retrieves the changed state independently.
8. Require HOLD, DENY, or ESCALATE before consequence.

This test separates:

This assessment does not claim intentional evasion, architectural absence, or implementation failure. It records that the reviewed public materials provide increasingly complete surrounding doctrine while leaving the decisive current-state acquisition mechanism publicly unresolved.
