Purpose

This page records the observed boundary between preparation and execution in a Morrison Runtime live-demo test sequence.

The observation is not a claim that the framework is wrong. It identifies where the framework appears to place its intervention boundary so that StegVerse can determine whether an adapter, commitment-candidate path, or earlier admissibility review is needed when the same framework is used in a broader governed-transition stack.

Observed Case A: Preparation Permitted

Boundary interpretation:

The framework evaluated both steps and still treated the trajectory as Ω-not-reachable.

Fair statement:

Morrison Runtime appears to treat preparation as non-Ω-reaching in this case.

Observed Case B: Execution-Capable Transfer Blocked

Input:

Observed result: BLOCK
Observed reason: Unsafe state reachable / Ω intersects the trajectory

Boundary interpretation:

The framework recognizes the execution-capable transfer as Ω-reaching.

Fair statement:

Morrison Runtime appears to block when an execution-capable transfer action enters the trajectory.

Public Commit-Time Scope Clarification

A public reply by Davarn Morrison on 2026-07-25 clarified the current architectural scope in substance:

The platform re-evaluates before execution.
Full fresh-state reconstruction and evidence binding are additional high-assurance capabilities that can be configured where a deployment requires them.

This clarification places the default runtime result at a specific point in the commit-time admissibility chain:

Default demonstrated posture:
pre-execution re-evaluation inside the configured Runtime Governance decision envelope

Additional configurable high-assurance posture:
full fresh-state reconstruction and evidence binding at the execution boundary

The two properties are materially different. A second governance decision confirms that an earlier permit is not executed blindly. It does not, by itself, establish that every materially required parameter is freshly reconstructed or that missing, contradictory, late-arriving, or previously unmodeled evidence can enter and overturn the result.

The bounded fair statement is therefore:

Morrison Runtime Governance performs pre-execution re-evaluation.
Full fresh-state reconstruction and evidence binding are not treated as inherent to every default result; they are additional configurable high-assurance capabilities according to the public author clarification.

Provenance remains partial until the public-thread URL, captured timestamp, source snapshot, and source hash are attached. The clarification may define the observed boundary, but it does not establish implementation completeness or independent reproduction.

Consequence Of The Boundary

The observed boundary protects the runtime execution boundary well for explicit execution-capable actions, but it may permit systems to assemble preconditions before the final execution call appears.

That has strengths:

lower false-positive risk
lower latency
simpler operator explanation
less interference with simulation, planning, or drafts

It also creates governance exposure:

preparatory commitment states may be permitted
queued or staged consequences may be outside the blocked region until execution
invalid authority, stale evidence, expired delegation, consent failure, or policy drift may remain untested if the framework is focused on reachability rather than standing
missing or previously unmodeled evidence may remain outside the decision path unless fresh-state reconstruction and evidence binding are configured
an ALLOW or BLOCK may be correct within the configured envelope without proving that the envelope included every materially required commit-time parameter

StegVerse Interpretation

StegVerse does not need to classify this as a framework defect.

The StegVerse interpretation is:

Morrison Runtime Governance appears optimized for explicit runtime execution interception and configured pre-execution re-evaluation.
StegVerse requires a separate commit-time admissibility layer wherever all materially required authority, evidence, policy, context, validity, and recoverability parameters must be freshly reconstructed before consequence binds.

A prepared transfer should enter StegVerse as a Commitment Candidate when it could become consequence-binding, queued, signed, staged, delegated, or otherwise difficult to recover.
