TA-14 Governed Public Review Docket

This page is the first reference implementation of the StegVerse governed public-review docket model.

It does not certify TA-14, deny TA-14 capabilities, resolve ownership claims, grant execution authority, or establish StegVerse superiority. It binds a bounded public determination to the reviewed evidence, the historical review state, the unrun test, the framework response, and the reconstruction path.

The machine-readable record is the canonical docket object. This page is its public explanatory projection.

Framework-Native Declaration

The reviewed TA-14 materials declare an architecture intended to:

  • govern admissibility before consequence;
  • preserve evidence and continuity;
  • bind authority and scope;
  • govern commitment and execution;
  • record outcome and accountability;
  • fail closed when admissibility is absent;
  • require standing before, during, and after execution.

These are framework declarations. Their inclusion here records the claimed boundary; it does not independently verify implementation behavior.

StegVerse-Derived Boundary

The public materials support the bounded observation that TA-14 publishes a broad consequence-governance doctrine with an eight-stage route, execution-boundary language, evidence and authority requirements, continuity claims, and fail-closed claims.

The reviewed public evidence does not yet expose:

  • a complete machine-readable protocol;
  • a deterministic public fixture package;
  • implementation code for the full claimed route;
  • a canonical public replay bundle;
  • an independently reproduced point-of-effect actor-standing result.

Therefore the current determination is limited to documented doctrine and observed public claims.

Protected or withheld evidence does not become unverifiable by definition. Its existence, classification, relevance, and access posture must remain visible, while direct access can remain governed.

No later TA-14 statement, implementation, policy, test, correction, or StegVerse ontology change may be silently projected backward into this docket. New evidence must create a new review event, correction, or superseding docket.

No result may be posted as observed or verified until the inputs, implementation version, configuration, raw output, timestamp, and evidence or audit payload are attached.

Bounded Determination

TA-14 has a publicly documented consequence-governance doctrine. Implementation correspondence and continuous point-of-effect actor-standing reconstruction remain publicly unresolved.

This determination is not a general evaluation of TA-14 and does not classify the unresolved capability as absent or failed.

Framework Response and Dispute History

The captured owner-participating public responses state that standing, authority, consent, jurisdiction, and evidence are already included within TA-14.

That response is preserved as part of the docket. The remaining distinction is narrower:

Open disputes:

  • whether TA-14's parent-architecture claim is independently established;
  • whether continuous point-of-effect actor-standing reconstruction is demonstrated rather than declared.

Disagreement is not removed from the public record. It remains attached to the relevant claims and required evidence.

StegVerse's own bounded reconstruction is not counted as an independent reproduction of the StegVerse determination.

An external framework, researcher, government reviewer, AI entity, laboratory, or affected participant may submit a reconstruction that:

  • reproduces the determination;
  • produces a narrower or broader supported determination;
  • identifies missing or inaccessible evidence;
  • demonstrates a methodological divergence;
  • provides a live discriminating test result.

Corrections must be additive and receipt-bound. The historical docket must not be silently rewritten to conceal an earlier error or limitation.

Public Reconstruction Procedure

  1. Retrieve static/data/governed-framework-reviews/ta-14.reference-docket.v1.json.
  2. Retrieve static/schemas/governed-framework-review.schema.json.
  3. Run python scripts/check_governed_framework_review_reference.py from the repository root.
  4. Confirm that every capability evidence reference resolves to an evidence-registry entry.
  5. Confirm that every test result is explicitly classified and that no NOT_RUN result appears as verified capability evidence.
  6. Confirm the framework version binding and relevant time T.
  7. Review each official source using the locators in the record.
  8. Treat the withheld dialogue capture as governed evidence; do not infer content beyond its published summary without authorized access.
  9. Reconstruct the bounded determination using only evidence available at time T.
  10. Record agreement, divergence, blocked access, or new evidence as a new reconstruction or challenge artifact.

A successful schema check proves structural conformance only. It does not prove that the sources are truthful, that the framework behaves as declared, or that the determination is substantively correct.

Anonymous public criticism may still be recorded as an observation, but a formal reconstruction requires enough provenance to evaluate the result.

This determination does not stand because StegVerse published it. It stands only to the extent that the evidence, historical state, test method, uncertainty, and result can be independently inspected and reconstructed.

Publication creates no execution authority.
