Authenticated manual Playground review
A later authenticated manual review was required because the TA-14 Exchange workspace required account creation and sign-in. That separate review observed direct tester assignment of PASS, REVIEW, and FAIL gate states, aggregate HOLD and DENY determinations, preserved runs run-5713 and run-9288, and an export prompt whose local file delivery was not achieved in three attempts.

StegVerse attempted to enter the self-service TA-14 Playground offered as the available testing path. The environment failed qualification before route construction because displayed values did not meet the tester's required sizing and readability constraints.

The declined reciprocal scope is recorded separately from the failed Playground environment qualification. Neither result is treated as evidence that TA-14's underlying architecture succeeds or fails.
Publicly declared architecture
TA-14 publicly describes an eight-stage consequence-bearing route:

Its public materials describe the architecture as proof-bound execution governance, require admissibility before consequence, distinguish permission from admissibility, require continuity and evidence integrity, and describe the execution boundary as fail-closed when required proof is absent.

Initial StegVerse boundary determination
Based only on the reviewed public-facing materials, StegVerse currently determines TA-14 to be:
A broadly documented cross-domain consequence-governance architecture centered on an eight-stage route from represented reality to accountable outcome, with explicit evidentiary, continuity, admissibility, authority, binding, commit, execution-boundary, and fail-closed claims.
The current public-source observation establishes substantial doctrine and a clear claimed boundary. It does not yet establish a publicly reproducible full implementation of every claimed stage.
Route admissibility versus actor standing
A July 2026 public exchange exposed an unresolved architectural question that must remain separate from the general claim that TA-14 checks authority, consent, jurisdiction, evidence, and standing before commitment.
The distinction is:
route admissibility != actor standing
binding established != binding still valid
execution continuity != authority continuity
preservation of prior proof != reconstruction of current standing
TA-14's public response states that standing must be proven before execution, preserved through execution, and verified afterward. That establishes a claimed lifecycle requirement, but it does not publicly resolve whether the acting entity's standing is represented as an independently governed state that is reconstructed at each subsequent point of effect.
The unanswered question is:
Does TA-14 independently recompute the participating actor's current standing during an in-flight consequence, or does it preserve and re-check the standing determination previously bound into the route?
Those behaviors are not equivalent. A route may remain structurally admissible while the actor's authority expires, consent is withdrawn, identity continuity breaks, jurisdiction changes, evidence is superseded, or delegation is revoked.
A consequence should proceed only where both remain current:

Each term must remain independently falsifiable. No term may stand as a proxy for another.
Public-answer pattern
Across the observed public exchanges, TA-14 repeatedly answers by restating that authority, consent, jurisdiction, evidence, and standing are already included in the architecture. That confirms claimed scope, but it does not answer the narrower implementation question of whether current actor standing is independently reconstructed after commitment and before each next consequence.
This page therefore records the issue as PUBLICLY_UNRESOLVED, not absent, failed, or disproven.
Decisive test
The minimum discriminating test is:
1. Establish an admissible route and valid actor standing.
2. Commit or begin a delayed or multistage execution.
3. Leave the route, policy, evidence packet, and technical path unchanged.
4. Revoke only the actor's authority, consent, delegation, identity continuity, or jurisdiction.
5. Attempt the next consequence-bearing transition.
6. Observe whether TA-14 independently detects the standing change and returns HOLD, DENY, or ESCALATE.

Open parentage dispute
TA-14 publicly claims parent-architecture status. Current public review confirms that the claim is explicit and repeated. It does not independently establish that other architectures are descendants, contained components, or derivative implementations.
The reciprocal test must therefore examine whether TA-14 can reconstruct an external framework accurately without presupposing that framework's subordination to TA-14.
