StegVerse Quantum Security Mirror Handoff

This file is the goal-specific source of truth for the StegVerse complete-security publication work in StegVerse-Labs/admissibility-wiki.

Goal

Publish a technically cautious, evidence-grounded architecture showing how StegVerse combines post-quantum cryptography with state-bound execution authority, commit-time admissibility, reconstructable receipts, recoverability, and fail-closed execution-boundary enforcement.

The publication validator and route observer remain integrated into the existing canonical workflow. No additional repository workflow was created. The canonical workflow and iOS mirror now use event/ref-isolated concurrency while preserving cancel-in-progress: false.

Successful validation and merge establish repository integration and workflow reliability only. They do not establish public-route availability, certification, production deployment of cryptographic primitives, execution authority, independent-audit standing, or downstream mutation authority.

Canonical claim boundary

Use ML-KEM, ML-DSA, and SLH-DSA, and describe the architecture as post-quantum, quantum-resistant, or quantum-resilient rather than universally or unconditionally quantum proof.

Post-quantum cryptography protects cryptographic operations. It does not independently establish commit-time authority, correct policy, trustworthy state, endpoint integrity, recoverability, certification, or permission for a particular consequence.

Validation behavior

The publication validator fails closed when publication sources, navigation, authority boundaries, validator integration, or deterministic model evidence are missing or unsupported claims are introduced.

The public-route observer fails closed when a required route is unreachable, returns an unsuccessful response, has an empty body, or the bounded receipt cannot be written.

Remaining automatically owned work

- observe the main-branch Pages run following merge commit 3a58b9e85322841a3751ba3f9a4f591c14ed0cf1;
- observe the governance, research-paper, and carousel routes through the canonical post-deployment job;
- inspect and retain reports/quantum-security-public-route-observation.json;
- update this handoff and the status artifact only from observed workflow evidence;
- close Issue #23 only after its stated completion event is satisfied;
- inspect Site, Publisher, StegGuardian, and repo-standards handoffs before any downstream propagation.

Issue #23 and the active automatic condition watch own all remaining observation and closure work. No user action is required.

Pending deployment observation does not grant production authority, certification, execution authority, independent-audit standing, or downstream mutation authority.

Permitted continuation scope

A successor or automatic observer may inspect the Pages workflow and route receipt, repair only demonstrated bounded failures, update evidence-bound status and handoff records, close Issue #23 after its completion conditions are satisfied, and inspect downstream handoffs before any propagation.

A successor may not claim NIST certification, formal verification without evidence, universal quantum-proof security, production deployment of named primitives, execution authority from publication or receipts, or downstream mutation authority without destination-handoff authorization.

Archive posture

Issues #20, #23, and #28; merged PRs #22, #24, #26, and #27; this handoff; the status artifact; canonical run #2438; and the automatic condition watch preserve all continuation context and own all remaining work. The complete thread is ready for archiving without any additional part of the thread needed to move forward.
