Independent review enters the transition path as evidence and review posture. It does not silently acquire authority to commit a specific transition. High-risk execution requires a live point that can return ALLOW, DENY, or FAIL_CLOSED before consequence attaches.

The existing verify-public-pages job invokes scripts/check_governed_llm_deployment_status.py after deployment. Both routes are included in that checker. The checker writes route evidence, and scripts/write-public-activation-receipt.mjs requires both routes to be reachable before emitting activation_closures.verification_execution_authority inside the already-uploaded public-activation-receipt artifact. Failure is fail-closed, creates no manual task, and grants no execution, certification, release, or downstream mutation authority.

Each public workflow run observes, for every peer:
- peer root reachability
- shared endpoint registry reachability
- cross-wiki health record reachability
The receipt emits WORKFLOW_OBSERVED_MESH_COMPLETE only when all peer surfaces respond. Otherwise it emits SOURCE_BLOCKED_FAIL_CLOSED with peer-specific evidence. A source-blocked result remains a scheduled automation observation, does not fail the entire site deployment, does not create a user task, and does not grant cross-repository authority, standing, execution authority, or downstream mutation authority.

The bundle packages the proven run-bound peer observation contract, complete/fail-closed closure states, deterministic network-free validation posture, no-manual-task ownership, and non-authority boundaries. It remains source-complete and validation-bound while repo-standards owns active ST-017 work. Destination ingestion may occur only when that repository's handoff permits ST-016 promotion, preventing workstream collision without assigning a manual copy task.

The verification-authority local validator, documentation-mesh validator, and ST-016 promotion-bundle guard are invoked by scripts/check_admissibility_automation_handoff.py, which is already invoked by npm run validate. The public checker and receipt writer are already invoked by verify-public-pages. The resulting receipt is already uploaded as the public-activation-receipt artifact. No standalone or user-run validation, evidence-copy, health-check, promotion-copy, or archival step is required.
