Every task must have an owner record, exact repository work locations, an observer, a completion predicate, and a fallback. A task without those fields is invalid.

The executor runs each runnable observer independently, including located registry extensions. It records PASS_INTERNAL, FAIL_INTERNAL_CONTINUABLE, BLOCKED_MISSING_OBSERVER, or DEFERRED_SELF_OBSERVATION, writes the generated execution report, and continues after ordinary task failures. Only a malformed queue or missing required structure causes executor failure.

There are no external tasks. Third-party artifacts, reviewer participation, signatures, provider observations, deployment observations, and public-route reachability are evidence states only. When unavailable, preserve them as NOT_RECEIVED, NOT_OBSERVED, or NOT_OBSERVED_CONTINUABLE, execute bounded internal simulations or repository-owned observers, prohibit promotion into independent evidence, and continue every unrelated READY_INTERNAL task.

A 404, unavailable network observation, or failed deployment is recorded as NOT_OBSERVED_CONTINUABLE or FAIL_INTERNAL_CONTINUABLE; it does not suspend unrelated development.
