Goal
Convert the session-derived concern about armed federal enforcement, robotic replacement, crisis-driven procurement, and private enrichment into durable, machine-checkable admissibility doctrine.

The doctrine and validator preserve these decisions:
- firearm-safety logic applies to government agents as well as civilians;
- federal authority does not exempt armed agents from enforceable safety constraints;
- human enforcement failure is evidence of a safety problem, not automatic authority for robotic replacement;
- robotic capability, reduced statistical risk, procurement availability, and vendor certification do not independently grant execution authority;
- autonomous lethal targeting and initiation produce
DENY; - output-tied vendor compensation and replacement justified only by human failure produce
DENY; - missing authority, policy, disclosure, refusal, shutdown, auditability, receipts, or expiration produce
FAIL_CLOSED; - bounded unarmed protective assistance with named authority and complete controls may produce
ALLOW; - crisis, disorder, injury, or death must not be manufactured, tolerated, prolonged, or exploited to create demand for automated enforcement;
- responsibility remains attributable to the humans and institutions that design, purchase, authorize, deploy, operate, and review the system.

2. Repair any failure inside this repository without creating another active workflow.
3. Add the doctrine route to public documentation navigation.
4. Add the public route and status artifact to the existing public-page checker.
5. Extend the public activation receipt writer only after canonical local validation passes.
6. Update this status to the observed canonical/public state from durable evidence.
Blockers
No user action is required.
The doctrine is not yet part of the public activation closure because public navigation, route verification, and receipt closure have not been installed. Canonical execution evidence has not been observed in this handoff. Those are implementation and observation gaps, not permission to create a second active workflow.

Permitted continuation scope
A successor may:

- queue downstream awareness without mutating destinations.
A successor may not:
- create another active GitHub Actions workflow;
- claim production, police, military, statutory, certification, or execution authority;
- mutate
StegVerse-Labs/Site,GCAT-BCAT-Engine/Publisher,StegVerse-002/stegguardian-wiki, or other destinations without first reading and receiving authority from each destination's active handoff; - treat publication, validation, reduced statistical risk, or vendor certification as authorization to deploy robotic enforcement.
