  • NIST AI RMF governance and AI risk-management language, where it addresses structured governance of AI systems and responsible management of AI-related risk. This overlaps with Governance Boundary but is not equivalent because Governance Boundary specifically separates publication, vocabulary, continuity, proof, and commit-time admissibility authority within the StegVerse transition-governance model.

  • responsibility boundary;
  • interface boundary;
  • compliance boundary;
  • trustworthiness considerations, where they inform responsible AI design and use but do not by themselves define receipt-bound standing or commit-time admissibility.

Definition​

A governance boundary is the declared limit of what a system claims to govern, observe, authorize, enforce, or prove.

Clear boundaries matter because systems often appear to govern more than they actually govern.

Why The StegVerse Term Is Retained​

The StegVerse term is retained because overlapping terms may describe technical, trust, or assurance limits without explicitly separating governance claims, non-claims, authority recognition, evidence acceptance, and decision responsibility.

Boundary Questions​

A governance boundary should answer:

  • what the system claims;
  • what the system does not claim;
  • which authority classes it recognizes;
  • which evidence it accepts;
  • where decision responsibility begins;
  • where decision responsibility ends;
  • which external systems it depends on.
