Definition
Coherency Horizon is the CHF formalism for identifying the boundary beyond which no additional information can be obtained from within a stabilized coherent state, even though existence may continue inside that boundary.
It separates existence from knowability, reconstructability, and governable information access.

Scope
Coherency Horizon applies where an entity, state, system, record, or transition may still exist, yet no further retrievable, reconstructable, or governable information can be obtained from within the stabilized coherent boundary.
Purpose
The purpose of Coherency Horizon is to prevent admissibility from relying on existence alone.
A state can continue to exist inside a coherent boundary. That does not mean the state can still produce usable information for governance, reconstruction, proof, or commit-time standing.

Relational Transition Geometry describes the structure of a transition relationship. Coherency Horizon determines whether the information needed to govern or reconstruct that relationship remains available.
Relationship to the Transition Table
The Transition Table should not classify a transition as admissible merely because the target state still exists.
If the relevant evidence, authority, context, memory, or recoverability information has crossed the Coherency Horizon, the table posture should reflect loss of reconstructable standing, degraded governance confidence, or fail-closed behavior.
Relationship to Commit-Time Admissibility
Commit-Time Admissibility depends on reconstructable standing.
If a proposed transition is outside the Coherency Horizon, the system cannot safely infer that authority, evidence, context, or recoverability remains valid. The correct conservative posture is DENY, ESCALATE, or FAIL-CLOSED according to the governing table cell.
