Later repository changes do not silently change that target. A different target requires a successor manifest or explicit supersession record.
Minimum review scope
An accountable reviewer should:
- inspect the frozen doctrine, schemas, docket records, status records, validators, and routes;
- distinguish structural validation from substantive correctness;
- reconstruct TA-14, ASRO, and StegVerse self-review standing from cited evidence, tests, uncertainty, and challenge state;
- evaluate whether the self-review adequately discloses conflicts of role and authority;
- preserve every divergence rather than overwriting the source records.

A reconstruction submission should include:

reconstructed result
difference summary
missing evidence
stable public artifact or signed receipt when available
Permitted results are:
REPRODUCED
PARTIAL
DIVERGENT
BLOCKED
A divergent or blocked result is valid review evidence. The system must not force agreement merely to produce convergence.

claimed independence != established independence

reconstruction != execution authority
publication != government recognition
The reviewer must disclose identity, reviewer type, conflicts, method, artifact references, and the basis for any independence claim.
An anonymous or unattributed observation may still be preserved as public input, but it cannot automatically change docket standing.

Standing effect
Receipt of a structurally valid reconstruction does not automatically change standing.
Any standing change requires a separate governed determination that evaluates:
- reviewer accountability;
- independence basis;
- conflicts of interest;
- method adequacy;
- artifact identity;
- relevant time T;
- completeness;
- divergence;
- challenge and correction history.

Public challenge
Any person, organization, framework, AI entity, public body, or research group may inspect the frozen target and submit a reconstruction. Participation does not require agreement with StegVerse vocabulary or determinations.
The purpose is not ontology capture. The purpose is public, reconstructable disagreement with evidence preserved.
