Governed Terminology Reconciliation Rule
External terminology shall be reconciled to Admissibility terminology only to the extent that the reconciliation preserves governance meaning, authority semantics, and commit-time standing requirements.
Reconciliation is governed rather than lexical. Similar wording, intent, implementation, or outcome is insufficient to establish synonymy.
Classifications
| Classification | Meaning |

| Synonymous | The external term may be substituted for an Admissibility term without changing governance semantics, authority reconstruction, transition meaning, or commit-time behavior. |
| Adjacent | The external term expresses a related concept but differs in scope, authority, timing, assumptions, or governance semantics. Both terms are preserved and their relationship is documented. |
| New | The external term introduces a concept not presently represented within the Admissibility vocabulary. It is preserved as a native external term until its relationship can be independently evaluated. |
| Unresolved | Insufficient evidence exists to determine whether the relationship is synonymous, adjacent, or new. The relationship is intentionally left undecided pending additional evidence, testing, or authoritative sources. |
Governance Boundary
No reconciliation may inherit execution authority, admissibility, standing, certification, governance proofs, or the published claims of the external framework.
Every reconciliation remains reconstructable and challengeable through the Governance Observatory Protocol and, where applicable, the Commit-Time Interoperability Contract.
Final execution authority continues to be reconstructed exclusively by the Standing-Proof-Engine at the commit boundary.
